Each resource consent application is assessed individually, and we outline the charging of actual and reasonable costs associated with the processing of an application.

About consent fees

The only set fees are for specific actions (e.g. transferring a consent).

At the start of the process we will provide you with an estimate of the possible cost range for the application, although it is difficult to accurately predict the costs.

All charges are shown in the Regional Council’s annual Charges Guide, linked below. A copy is sent to all consent holders in July each year.

Deposits & Fixed Fees

An initial deposit is required before your application is assessed and the amount depends on the consent applied for. If your application needs to be notified, an additional deposit is required to be paid before this occurs.

Common deposit charges & Fixed fees July 2024 to June 2025 (including GST)

A new consent application deposit $2300 Deposit
Change of condition to an existing consent deposit $862.50 Deposit
Replacement of expiring consent deposit $2300 Deposit
Bore permit application deposit $1150 Deposit
Transfer of Resource Consent - fixed fee:
One transfer $230.00
Two or more on the same property $287.50
Two or more on different properties, fixed fee plus actual
and reasonable costs
$287.50 plus costs

Freshwater Science Charges

Annual freshwater science charges help to fund environmental monitoring work carried out by the Hawke’s Bay Regional Council to understand and sustainably manage the region’s freshwater resources.

Monitoring Charges

Once your consent is issued there are likely to be ongoing annual and monitoring costs, which vary depending on the consent. See a complete list of charges in our Consent Charges Guide.

Give your views on charges

Yes, you can have a say about how charges are set. Each year these charges are set out in the Regional Council’s draft annual plan so you can have a say through the public consultation process. You can make a submission to the draft annual plan in April-May. Once these charges are fixed, no-one can influence a change until the following annual plan.

The annual plan process includes a period for public submissions. Check this website in April - May each year for details.

How to pay

Payments for fixed fees or deposits can be paid via internet banking, or credit card, using payment references provided by the Consent Advisor. You can contact a consent advisor by emailing consentadvisor@hbrc.govt.nz, or phone 06 8359200.
