In Hawke's Bay you can fish for whitebait from 1 September - 30 October each year. On this page you can find out how to apply and pay for a whitebait stand.

Whitebaiting in Hawke's Bay

In Hawke's Bay you can fish for whitebait between 1 September - 30 October. 

The Regional Council issues resource consents for whitebait stands. Each stand owner must comply with all conditions of their resource consent.

Whitebaiting stands can be erected 7 days prior to the start of the season and must be removed within 14 days of the season ending.

The 2024 whitebaiting season

The 2024 whitebaiting season will be going ahead, and we will be issuing consents for stands. The rāhui placed by Mana Ahuriri, and the rāhui placed by hapū and marae of Heretaunga Tamatea Settlement Trust in 2023 following Cyclone Gabrielle has ended.

The whitebaiting season begins on 1 September 2024 and ends on 30 October 2024. You can access your whitebait stand site from Saturday 24 August 2024.

Please respect our awa. No rubbish dumping, tree felling, or anti-social behaviour is allowed and may result in licenses being revoked.

Due to damage from Cyclone Gabrielle, some of the stand sites may have gone or access may be compromised.

Stand holders with current consents will be able to access the river and their sites from Saturday 17 August 2024, and re-establish their number at the same point or as close as possible.

Any significant alterations will need to be worked through with the assistance of our river delegates.

Stand applications and renewals

New stand applications

Your application will be for a stand at one site. In some areas there are waiting lists which are managed by the Regional Council and river delegates.

Step 1: Contact the river delegate so that you can agree on a site location.

Step 2: Once a location has been agreed, the delegate will mark and sign it on the river map and allocate a stand number to you.

Step 3: Once you have been issued a stand number, you can submit your application:

  • In person: return the completed and signed application form to the Hawke's Bay Regional Council offices at 159 Dalton Street in Napier. You can then pay at the counter.
  • Online: email the completed application form with your allocated stand number to ranger@hbrc.govt.nz. Payment can then be made online to Hawke’s Bay Regional Council account: 02-0700-0302819-00. Use your stand number and “new whitebait” as your payment reference.

Current stand holders renewing for the season

Current stand holders will receive an invoice a month or so before the season starts. If your annual fee is not paid by 31 August 2024, your License to Occupy and Consent will be cancelled.
