We are responsible for planning and coordinating regional transport, road safety education, and regional cycling in Hawke’s Bay.
We provide regional transport, road safety education, and regional cycling activities to support the Regional Council’s pillar of sustainable services and infrastructure. The Regional Council aims to support a vibrant community, a prosperous economy, and a healthy environment. Transport supports these goals by providing access to transport for all, access to essential services and amenities, affordable transport, reduced traffic, and environmentally friendly transport.
Public transport is so important to the local economy and social well being of our region. Hawke's Bay Regional Council plays a key role in planning, procuring, funding and promoting public transport. goBay bus services in and around Hastings, Flaxmere, Havelock North, Taradale and Napier are managed by Hawke's Bay Regional Council and operated by Go Bus Transport Ltd.

The Total Mobility Scheme (TMS) provides passenger services travel for Hawke’s Bay residents, who are unable to use public transport due to a significant, permanent impairment.
There are a number of benefits to owning an electric car. They are cheaper to run than petrol or diesel vehicles (the equivalent of paying 30c per litre for petrol) and because they’re powered by our abundant renewable electricity supply, they’ll reduce the country’s vehicle fleet emissions. There are now many good quality second hand electric vehicles available to buy at prices comparable to a good used petrol or diesel vehicle.
RoadSafe Hawkes Bay wants our roads to be safe for everyone.
We plan and run road safety programmes in partnership with groups including Police and design programmes to reduce the number and impact of crashes.
The Regional Transport Committee (RTC) is a committee of the Regional Council and is made up of members from all councils in the region, Waka Kotahi ((New Zealand Transport Agency) and a number of specialist advisers. The Committee is responsible for preparing, implementing and reporting on the Regional Transport Plan and the Regional Public Transport Plan. These Plans are statutory documents required to be prepared under the Land Transport Act. The Regional Transport Committee also carries out the following functions;
