The Harbourmaster’s Office ensures the maritime safety of commercial vessel operations within Hawke’s Bay regional waters.
Hawke’s Bay Regional Council manages anchorage areas within the region. Commercial vessels with a length overall (LOA) of 40m or greater and/or a Gross Tonnage (GT) of 500 or more may proceed to any of the ten designated anchorage areas demarcated on the Nautical Chart/ENC.
A fee of $1 per metre LOA per day or part thereof will be levied to vessels using the anchorage areas. Vessel agents or company representatives are required to complete the form below within 12 hours of the vessel departing the anchorage area with the details of the vessel and the duration at anchor as noted in vessel logbook.
Vessels which are required by Napier Port to proceed from a berth to anchorage due to vessel movements or port operations will have a grace period of up to 12 hours for which no charges will be levied.
It is prohibited for commercial vessels of 40m LOA/500 GT or greater to anchor anywhere within the Hawke’s Bay Region outside of the designated anchorage areas without permission from the Harbourmaster.
For vessels which have anchored outside of the designated anchorage areas due to an emergency or any other circumstance where the Master considers it necessary to anchor, the Master/Agent of the vessel or representative of the company shall contact the Harbourmaster as soon as possible with details of the occurrence.
Vessel masters operating in the Napier Pilotage Area require a Pilot Exemption Certificate (PEC) to undertake vessel transits 40 metres / 500 GT or above without using a licensed Marine Pilot.
The Structured Training Manual and Proficiency Plan for the Napier Pilotage Area provides details on requirements for obtaining and maintaining currency for Pilot Exemption Certificates.

Permits are required for commercial hot work, diving, or engine immobilisation within the Napier Pilotage Area.
