NGARURORO RIVER SCHEME Investigation and Review

This report covers the investigations and design work carried out by the Boards Chief Design Engineer Mr G. Williams, who assisted by other Board staff, re-assessed the physical characteristics of the river, considered the methods of design and construction of the current scheme works and identified the most effective and cost efficient means to provide a high standard of flood protection to approximately 22,500 ha of developed land on the Heretaunga Plains.

This survey was carried out to determine a basis from
which the quantity of water taken by rural users from
the Heretaunga Plains Groundwater System could be
assessed.
2. ·GENERAL:
Eight representative areas on the Heretaunga Plains
were selected (Figure 1). The 110 water right holders
(operating 163 water rights) within these areas were
required to complete daily Log sheets detaiLing the rate
and duration of taking between 14 January and 17 February
1985.
Data obtained in this matter was analysed and abstraction
rates were compared to those authorised by water rights
and to potential evapotranspiration (PET).
During the study period there was 40.4 mm of rain. This
occurred over 6 rain days although there were only two
rain days when rainfall was significant, 27 January (14 mm)
and 17 February (16.7 mm) (See Table 1).

Ruataniwha Plains WR report 1984

Under Section 20 (5) of the Water and Soil Conservation Act
1967, the Hawke's Bay Catchment Board and Regional Water
Board is responsible for a number of functions and duties:
(a) .... the Board shall promote the protection of water
supplies of local authorities and the conservation
and most beneficial uses of natural water within the
region including the planning for and promotion of
works and projects for the conservation of natural
water, and projects for the multiple use of natural
water.
(b) .... the Board shall have the function of recommending
maximum and minimum levels, and minimum standards of
quality to be sought or permitted for the natural
water in lakes, both natural and artificial, and the
minimum acceptable flow and minimum standard of
quality of the natural water of any river or stream
within the region.
(c) .... the Board shall investigate and record all
significant resources of natural water within the
region, and its quality and availability, and shall
check so far as possible upon the effects of damming,
abstractions, diversions, pollution and other factors
affecting the volume, quality and availability of
natural water above and below ground within the
region.
(d) .... the Board shall collect, sort and record data on
resources and availability of natural water, and shall
supply to public authorities and the public information
so collected. "

As a r esult of the deteriorating water qu a lity of Lake Tutira,
Hawke's Bay , a n Investigative Committee was set up in 1974 . This
Committee brought down a Report entitled
"Lake Tutira and its Catchment
Current Condition and Future Hanagement"
in which not only were the causes of lake deterioration examin ed, but
also r ecommendations made as to the measures t ha t would be r equir ed to
r estor e the l ake. Based on these recommendations the Lake Tutira
Catchment Contro l Scheme was prepar ed by t he Hawke ' s Bay Catchment
Board in February 1980 and the Scheme approved for Government funding
in December 1980.
An essential element of the Catchment Control Scheme, based on the
Technical Committee Report, was that a Lake Shore Reserve area should
be established .

The original documents are held in an A3 folder in the HBRC engineering archives Dalton Street Napier.


These proposals cover flood control measures in the Heretaunga Plains. The areas directly affected are all those flat lands approximating 70,000 acres, surrounding the mouths of the Tutaekuri, Ngaruroro and Tuki Tuki Rivers and comprised mainly within the boundaries of the old Hawke's Bay Rivers District.

The Soil' Conservation and Rivers Control, Gouncil presents this- publi_c:ation in the _hope-:.that .it·.will prove useful as a record of the floods which have occurred in Nw Zaland between-1920 and 1953 d that it will provide a ready reference to those who are concerned with the effects of flooding.
It has: been compiled by-Mr C. A. Cowie, B.E., and checked by Mr A. K. Attwood, B.E., Assistant Engineers, Ministry ofWorks, during their period of secondment to the Council's staff.
A summary of. the floods which occurred during the period 1920-30 was compiled by the Meteorological Service of the Air Department, and it is from this that the present volume has grown. Where possible major floods prior to 1920 have been included, both to afford a comparison and to extend the record, but there are very few reliable data available prior to that year.
