In 1998 Hawke's Bay Regional Council bought the Guthrie-Smith Trust's land on the eastern side of the lake. The Council then set out to illustrate to the community how this type of land can best be developed to minimise soil and nutrient loss and to develop a great recreational asset in the form of Tūtira Country Park.

Hawke’s Bay Regional Council (HBRC) is currently reviewing water resources in the
Heretaunga Plains as part of the Greater Heretaunga/Ahuriri Catchment Area plan change
process. As rainfall recharge is a key component of water resources in the region, GNS
Science has completed an assessment of rainfall recharge to groundwater in the Heretaunga
Plains and the Ahuriri Estuary catchments. This work has been completed as a component of
the National Institute of Water and Atmospheric Research (NIWA) Waterscape programme.
Three rainfall recharge models (SOILMOD, Rushton and the genetic program) were applied
to assess rainfall recharge on a daily basis between 1972 and 2006. Inputs to the model
were generated from estimates of climate and soil propoerties. Daily rainfall and potential
evapotranspiration values were derived from NIWA’s Virtual Climate Station Network
(VCSN), and soil profile available water was derived from Landcare Research’s soils
database.

This report compiles information gathered by Hawke's Bay Regional Council on the waterways of the Karamu catchment, in addition to aquifers of the Heretaunga Plains. The Characterisation Summary (Section 2 of this report) synthesizes results by topic (e.g. water quality) across the 11 subcatchments, with key points selected for this Executive Summary. Monitoring results are then
summarized by major sub-catchment, with report sections dedicated to each:

This report documents the mapping of the extent of saltwater influence in three Hawke’s Bay estuaries, the Tukituki, the Waitangi and the Ahuriri.
The current report provides a specific benchmark or reference point in time against which change over time may be assessed. These changes may be driven either by Council managed activities (such as those regulated through the resource consent process), or natural events (e.g. climate change, change in shape and extent of the estuary following an unusual hydrological event).
The extent of saltwater influence was mapped using ArcGIS interpolating continuous conductivity data collected using Odyssey CT loggers. The data collected indicates that the individual estuaries have different saltwater regimes, driven largely by their physical characteristics and the magnitude of freshwater inflows. Correlations indicate that the dominant variable influencing the extent of saltwater influence was flow in the Tukituki, flow and tide height in the Waitangi estuary and tide height in the Ahuriri estuary.

GNS Science was contracted to provide advisory assistance to Hawke’s Bay Regional
Council (HBRC) during the installation of a rainfall recharge monitoring site in the
Ruataniwha Plains (Contract Number: RM-13-24-4540). Abigail Lovett (Groundwater
Scientist) attended the installation for a total of three days, including the 19th, 20th and 23rd
September 2013. The installation was undertaken by HBRC according to standard
procedure as detailed in Lovett and Cameron (2013), which is included with the contract.
