The main air contaminant of concern in urban areas of the Hawkes Bay is PM10, particles in the air less than 10 microns in diameter. Concentrations of PM10 concentrations in Hastings and Napier have exceeded the National Environmental Standard (NES) of 50 μg/m3 since monitoring commenced in 2005. Management measures to achieve the NES for PM10 were introduced via the Regional Resource Management Plan - Air Quality Plan Change 2 (AQP) which became operative in January 2012.

This management plan relates primarily to the ca. 24 km reach of the Tutaekuri River from the point of
convergence with the Ngaruroro River, upstream to the Mangaone – Tutaekuri confluence. That reach
of the river is held under a flood control regime including river beach raking, gravel extraction, plant
pest spraying, stop banking, and edge protection and channel diversion works.

Te HÄ o Te Wai MÄreparepa meaning the breath of the rippling waters is the name given to the mauri monitoring framework developed through a pilot study commissioned by the Hawke’s Bay Regional Council (HBRC). The aim was to develop a mauri monitoring framework which may have universal merit and potential to be useful for other marae and hapÅ«. A research team was formed and led by Brian Gregory (Project Leader), Dr Benita Wakefield (Senior Researcher), Marge Hape (Project Coordinator) and Joanne Heperi (Researcher).
The pilot study was localised to one of the mana whenua marae and hapÅ« located within the Papanui stream sub-catchment: NgÄi Te WhatuiÄpiti marae and the hapÅ« is NgÄti WhatuiÄpiti Tuturu o Kahungunu. Opportunity was created to also trial the mauri monitoring framework through Te Rongo-A-Tahu marae and hapÅ«.

This report has been produced for Hawke's Bay Regional Council (HBRC) in line with the ‘consultant proposal of 6 October 2014. The methodology has followed that outlined in the original proposal with some variation based on findings and information uncovered in this phase.
The prime purpose of this report is to produce a river gravel demand forecast and a methodology for continuing with this in the future. It also identifies growth opportunities for gravel and related opportunities to encourage the best outcomes for extraction sites and river gravel demand.
The writers utilise a strong understanding of the construction industry supply chain in order to evaluate the aggregate industry and provide guidance on drivers of aggregate demand. Input from expert economic and construction forecasters (Infometrics Ltd) is included to provide a basis for translating construction forecasts into river gravel aggregate demand.
