This purpose of this Environmental Code of Practice (ECoP) is to define both the range of operational activities undertaken by Council and its contractors, and to describe best practice environmental standards that will apply to river control and drainage works, regardless of whether an activity requires a consent or not. Specifically, this ECoP will:
• Identify a range of values for the region’s waterways, to be considered as activities are designed, authorized and undertaken.
• Adopt best practice standards to avoid, mitigate and minimise an activity’s effect on the environment.
• Define activities and reasons for activities.
• Specify methodologies for each activity.
• List the procedures for consultation and notification, monitoring and reporting;
• Ensure works undertaken under the Environmental Code of Practice will acknowledge water body values and work in a way that does not adversely impact on those values.

There is ongoing concern regarding the potential impact of the degraded Taharua River on
water quality in the upper Mohaka River. Hawke’s Bay Regional Council (HBRC) has
undertaken a longitudinal survey in the Mohaka River to assess the effects of the Taharua
River on the ecology of the Mohaka River. The survey involved the collection of benthic
invertebrate and environmental data at two sites upstream of the confluence and up to
fourteen sites downstream over four sampling occasions. The food base for adult trout is one
area of concern which we address in this report through analysis of the invertebrate (density
and biomass) and environmental data.

This report covers Issue 3 “Gravel Resource Inventory†identified as one of 13 key issues by Hawke's Bay Regional Council into ways of improving the council's gravel management plan for the Region.

Following a period of severe storms which caused significant erosion on properties in the area,
major sediment generation, and flooding throughout the Elsthorpe district, particularly on the 3rd
and 4th of May 1971, a number of concerned farmers and residents, (Appendix 1), approached the
HB Catchment Board (June 1971) to discuss erosion and associated flooding problems of the area.
A meeting with affected landowners and residents was held on 2nd of August 1971, where it was
resolved that landowners request the Board to investigate the control of erosion and flooding in the
catchment.
A two part report, (General and Economic), was prepared by Mr. G M Jones, Farm Planning Officer
for Board. The reports were presented to the Board in September 1972, for consideration, and
submitted to the Soil Conservation and Rivers Control Council for approval. Financial approval was
finally given in 1978 at a Central Government Grant Rate of 3:1.
