Over the last five years a number of New Zealand’s Regional Councils have begun to implement more strategic approaches to their management of indigenous biodiversity (Willis 2017), with several councils deliberately setting out to identify biodiversity priorities within their regions, including Auckland (Auckland Council 2012), Waikato (Leathwick 2016), Bay of Plenty, Taranaki, and Greater Wellington. This report describes a prioritisation of the surviving indigenous biodiversity of the Hawke’s Bay Region, which was implemented using conservation planning software to analyse spatial data describing its indigenous ecosystem cover; outputs from this analysis rank all such sites based on their condition and their contribution to the representation of a full range of regional terrestrial and freshwater ecosystems.

Hawke’s Bay Regional Council (HBRC) is reviewing the current provisions within the Regional Resource Management Plan (RRMP) and Regional Coastal Environment Plan (RCEP) in respect of introducing a prohibition of oil and gas activities within productive aquifers, aquifer recharge zones, surface water bodies and potentially also parts of the marine environment. As such the Council have sought legal advice regarding the scope of the proposed prohibition. The advice has indicated that the Council has the authority to produce the suggested Plan Change under the RMA, provided that it has clear, robust justifications and evidence to do so.
Oil and gas exploration has emerged over recent years as a hot topic in terms of public opinion in our region. The Council are conscious that the issue of oil and gas exploration is one in which there is significant public interest, and there is much debate within our community around the environmental issues and risks associated with these activities, both on and offshore.

This Gravel Management Plan (GMP) documents the framework for managing the extraction of gravel from rivers in Hawke’s Bay. The GMP sets out the role of Hawke’s Bay Regional Council (HBRC) in managing gravel extraction, the outcomes HBRC wish to achieve, and the methods by which gravel extraction will be authorised.
The overall purpose of this GMP is to sustainably manage gravel extraction from rivers for flood protection purposes, and to ensure community safety while allowing for economic development without compromising cultural, social and environmental outcomes and values associated with the region’s freshwater resources.
This GMP only deals with the management of the “riverbed†gravel resource in Hawke’s Bay, as this is under the direct legal control of HBRC.
