With the objective of protecting ocean-front developments from erosion during extreme storms and
from the projected rise in future sea levels, coastal communities have establish hazard zones as
part of their management programs. The determination of a hazard zone for a particular stretch of
shore can, however, represent a challenge to the coastal scientist or engineer in that it needs to
account for the extremes in the processes that cause erosion, including the heights of waves and
elevated water levels of the storm surge. It also requires a documentation of the history of property
impacts from past major storms, and the long-term net trend of changing shoreline positions and its
causes in terms the sources of beach sediments (rivers, sea-cliff erosion, etc.) and its losses, the
balance in the so-called “budget of beach sedimentsâ€. Particularly important but problematic are
assessments of the consequences of changing mean sea levels, those that occurred during the
20th century and in part account for the past shoreline changes, but with uncertainties in
projections of future sea levels that are expected to substantially increase by the end of the 21st
century due to global warming.
