GNS Science was contracted to provide advisory assistance to Hawke’s Bay Regional
Council (HBRC) during the installation of a rainfall recharge monitoring site in the
Ruataniwha Plains (Contract Number: RM-13-24-4540). Abigail Lovett (Groundwater
Scientist) attended the installation for a total of three days, including the 19th, 20th and 23rd
September 2013. The installation was undertaken by HBRC according to standard
procedure as detailed in Lovett and Cameron (2013), which is included with the contract.

HBRC contracted GNS Science to oversee the installation of three 500 mm diameter rainfall
recharge lysimeters and an instrument enclosure at Ashcott Road, Ruataniwha Plains
(Figure 1 and Figure 2). The monitoring site is located on well-drained soil, overlying an
unconfined recharge area (Griffiths, 2004; Landcare Research, 2013). Rainfall recharge
datasets from the site will complement datasets from previously installed sites in the
Heretaunga Plains at Bridge Pa, Maraekakaho and Fernhill (Figure 3). Rainfall recharge
information from the network of HBRC monitoring sites will be useful to estimate rainfall
recharge across the Hawke’s Bay region to assist in groundwater management.

This report has been prepared to inform the ecological status of three Council owned wetlands; Pekapeka Swamp, Tukituki River Estuary and Waitangi Estuary and to describe the flora, fauna and ecological condition of each of the wetlands.
The three wetlands have been actively managed by Hawke’s Bay Regional Council (HBRC) following the development of management plans in 1998. Baseline monitoring was initiated on each of the wetlands during the period 1998 – 2003. This was followed by biannual surveys which were completed and reported on to monitor the changes of the ecological status of the wetlands. The nature of these surveys was very descriptive and although the reports provided a good narrative of the ecological condition of the wetlands, they failed to quantify the effects, positive or negative, of management intervention.
From Peer Review Report:
As an ecologist familiar with wetlands in Hawke’s Bay, including Pekapeka Swamp, Tukituki River Estuary and Waitangi Estuary, I have been asked to peer-review the draft in-house report. It provides me with an opportunity to become up-dated on changes that have occurred in those wetlands since I handed over the monitoring role to Council staff, having established the baseline. It also enables me to comment on some of the management issues.
