We are seeking an experienced policy planner/analyst who can contribute to the Council’s challenging and varied resource management policy and plan development programme.

About the opportunity:

Based in Napier and reporting to the Manager Policy and Planning, you will be part of a growing team of professional policy planners. 

As a Senior Policy Planner you will be involved with various policy and planning implementation processes, working within a number of project teams to coordinate resource management and policy development initiatives.  Your focus will be the preparation of regional catchment plans that will improve the management of land and freshwater resources. 

You will participate in decision-making processes with a focus on regional planning, as well as providing sound advice to Managers, Councillors, tāngata whenua and community stakeholders, and   provide support and mentoring to other staff as required.

The salary range for this role is $96,726 - $100,674 depending on qualifications and experience.

As a Policy Planner you will be able to lead or manage smaller projects and will contribute to larger projects through support and assistance to other members of the team.  The Statutory Advocacy dimensions of the role will involve the co-ordination of work outputs required from a range of disciplines across the organisation as well as ensuring that those outputs are fit for purpose for policy implementation.  You will participate in decision-making processes with a focus on regional planning, as well as providing sound advice to Managers, Councillors, tāngata whenua and community stakeholders.

The salary range for this role is $75,362 - $78,438 depending on qualifications and experience.

 About you:

The right candidate for the Senior role will have;

• A tertiary qualification in resource management planning or similar
• At least seven years of proven experience
• Extensive experience in successfully evaluating and developing policy
• A good understanding of the Resource Management Act and the local government planning process
• A high level of project management skills, including the ability to coordinate tasks and work programmes across a variety of teams and subject matters

The right candidate for the Policy Planner role will have;

• A tertiary qualification in resource management planning, public policy or a related field.
• Some experience in policy development and/or local government experience would be an advantage.
• An understanding of the Resource Management Act particularly in relation to planning processes.
• Excellent communication and relationship skills
• Strong research skills
• Desire and passion for innovation and change
