Navigation Safety Bylaws - Review 2017

Hawke’s Bay Regional Council is reviewing the Navigation Safety Bylaw that applies to coastal and some river areas. The bylaw covers boating safety, lifejacket rules, navigation infrastructure, and maps of activity zones (such as boat ramps and swimming zones).

Submissions must be made by 17th March 2017.

Draft proposals and changes include:

• Introduction of formal registration of jetskis, which will bring Hawke’s Bay into line with other regions and make jetskis easier to identify. A simple online registration system, as used in other regions in the North Island, is the most likely option (See 2.17 page 20).
• Various updated regulations and processes.
  
  1. CHB – change to Porangahau Beach Road swimming/boating areas (See S2.4 page 50)
  2. Napier – Inner Harbour, substantial rule changes affecting commercial users and berth owners
  3. Wairoa & Mahia – no substantial changes.

These bylaws are consistent with national boating safety regulations for recreation and commercial activities on the water.
