Hawke’s Bay Civil Defence Emergency Management Group

The Hawke’s Bay Civil Defence Emergency Management (CDEM) Group invites expressions of interest from suitably qualified and experienced individuals to act as alternate Group Controller.

Alternate Group Controllers play a pivotal role in ensuring the effective coordination of emergency management activities across the region in response to local emergency and events, in accordance with the requirements of the Civil Defence Emergency Management Act 2002 (CDEM Act 2002).

We are keen to hear from individuals who could act on an on-call contracted basis. 

About The opportunity | Ko te āheinga: 

The alternate Group Controller acts as a Group Controller, providing leadership and oversight during emergency events when the primary Group Controller is unavailable. This role requires a high level of expertise, decision-making ability, and an understanding of legal, operational, and community needs during emergencies.

Key Responsibilities

  • Leadership and Coordination: Direct and coordinate emergency management responses in alignment with the CDEM Act 2002 and the Hawke’s Bay CDEM Group Plan.
  • Decision-Making: Make timely and effective decisions under pressure to ensure public safety and resource allocation.
  • Collaboration: Work closely with local authorities, emergency services, government agencies, and community groups.
  • Preparedness and Planning: Assist in the development and implementation of emergency management strategies and plans.
  • Compliance: Ensure all activities adhere to legislative and regulatory requirements.

 

About you | E pā ana ki a koe: 

To be eligible for the role, applicants must meet the following criteria as outlined in the CDEM Act 2002:

Experience in Emergency Management:

  • Demonstrated experience in managing emergency responses at a senior level.
  • Familiarity with the principles of the 4Rs: Reduction, Readiness, Response, and Recovery.

Leadership and Decision-Making:

  • Proven leadership skills, particularly in high-pressure environments.
  • Ability to make critical decisions with limited information.

Knowledge of the CDEM Act 2002:

  • In-depth understanding of the legal framework governing civil defence and emergency management in New Zealand.
  • Familiarity with the roles and responsibilities of a Group Controller as defined in the Act.

Communication Skills:

  • Strong verbal and written communication skills.
  • Ability to effectively engage with diverse stakeholders, including government agencies and the public.

Training and Accreditation:

  • Completed a Coordinated Incident Management System (CIMS) level 4 course or equivalent.
  • Completed the Response and Recovery Leadership Development programme or commits to completing the programme if selected.

Local Knowledge:

  • Awareness of the specific hazards, risks, and community needs within the Hawke’s Bay region.

Personal Attributes

  • Resilience and the ability to remain calm under pressure.
  • Strong ethical standards and commitment to public service.
  • A collaborative and inclusive approach to leadership.
