The Hawke’s Bay Civil Defence Emergency Management (CDEM) Group is a shared service arrangement between the five Hawke’s Bay Councils. The Group office is responsible for ensuring that our councils and emergency service partners can effectively coordinate a response to any civil defence emergency. We also work closely with our communities and a wide range of agencies to improve Hawke's Bays’ resilience to emergencies through a proactive approach to community engagement and education. The key focus of the team is to collaboratively work with other councils, partner organisations and the community to increase the regions' ability to respond and recover from emergencies.

About The opportunity | Ko te āheinga:

Are you a strategic leader with a passion for emergency management and transformational change? Hawke’s Bay Regional Council is seeking a dynamic and experienced individual who can hit the ground running in this fixed term role. Post cyclone Gabrielle an independent review of the HBCDEM Group's response has been undertaken, an outcome of which are critical recommendations for moving forward. This influential senior role will be pivotal in driving the sustainable transformation of the HBCDEM system to ensure robust and effective disaster management and future preparedness for this region.

You will be tasked with directing and leading the implementation of a prioritised action plan based on the recommendations from the review, ensuring that the HBCDEM system is fit for purpose, enables effective delivery of the 4Rs (Reduction, Readiness, Response, Recovery) and prepares our region for future significant events.

Key responsibilities will be:

• Develop a clear, prioritised action plan to transform the HBCDEM system.
• Lead the implementation of the action plan, ensuring clarity of functions and accountabilities for key players in the HBCDEM Group.
• Work collaboratively with tangata whenua leaders to integrate mana whenua and mātauranga into all levels of HBCDEM.
• Liaise with NEMA and central Government departments to align the transformed HB model with national standards.
• Identify key risks and develop mitigation strategies for ongoing major event responses during the transformation process.
• Report monthly on progress to the HB CDEM Joint Committee.

You will be a transformative change champion, able to take others on the journey with you, explaining the ‘why’ and building positive engagement through your knowledgeable and well-informed approach. You will need to be resilient and adaptable, open to pivoting and reassessing, ensuring what you are creating is fit for purpose and meets the needs of various stakeholders. You will have proven leadership experience, and a genuine desire to make Hawke’s Bay a safe place for our communities. Communication is key to your success in this role, so an ability to tailor your style to fit the situation/person will serve you well.

Ideally you will also have:

• Relevant bachelor’s degree or equivalent tertiary qualification.
• Extensive experience in CDEM or planning for and managing complex emergencies.
• Demonstrated skills in leading and delivering organizational change.
• Proven ability to work with senior leaders and diverse stakeholders.
• Resilience, adaptability, and flexibility to keep up with the ever-changing nature of HBRC.
