Air Quality Plan Change (Change 2) & Variation 2

Change 2 introduced new air quality provisions and changed existing air quality provisions in the Regional Resource Management Plan. In particular, new rules were included to control domestic woodburners and existing rules controlling industrial discharges were amended. Change 2 was prepared under the Resource Management Act.
A key driver for Change 2 and Variation 2 was need for the Regional Council’s planning documents to comply with National Environmental Standards for air quality issued by the Government (see relevant links below).
Variation 2 to the proposed Regional Coastal Environment Plan is virtually a replica of Change 2, albeit that Variation 2 only applies within the coastal environment.
The regional plan provisions introduced by Change 2 and Variation 2 complement the Council’s HeatSmart programme for cleaner air and warmer homes.
