How to apply for Grants & Loans

Hawke's Bay Regional Council provide funding and assistance to homeowners to install clean heat and insulation to their property.

Clean Heat Grants

This is a one-off grant for replacing a non-compliant fire and replacing with a compliant heat source such as a wood burner, gas fire or heater or heatpump. 

How much is the grant worth?
HBRC will provide $608 plus GST ($700 inclusive of GST) to homeowners to replace their non-compliant fire with a clean heat source through an HBRC contracted service provider (see Approved Supplier list below). 

Do I qualify for a Clean Heat Grant?
Yes, if your property falls within the airshed areas (see map below) in Napier or Hastings. Please also see our Important Points to Consider section.

How do I apply for the Grant?
Grants can be claimed when the fire has been replaced. Ratepayers or suppliers can apply for the grant by completing the heatsmart application form.  The grant is $700 (incl GST) if invoiced by a supplier, who can pass it on to you as a discount or, you can apply and be paid the GST exclusive amount of $608. Confirmation from a supplier that the old fire has been removed or decommissioned will be required to qualify for the grant and payments can be made direct in your bank account. Clean Heat Loans

HBRC can provide a one-off loan at highly competitive rates to assist homeowners with the replacement of non-compliant fires. 

Do I qualify for a clean heat loan?
Yes, if your property falls within the airshed areas (see map below) in Napier or Hastings), you can access a loan to replace a non-compliant fire with a clean heat source, such as a compliant wood burner, gas heater or fire or heatpump. This must be supplied and installed by an HBRC contracted service provider. Please also see our Important Points to Consider section.

How much will it cost?
The loan repayments depend on how much you need to borrow, based on a 3.5% interest rate. The table below shows an indication of repayments over a 10 year term.

How to apply for a Clean Heat loan?
You will need to obtain a quotation from an HBRC contracted service provider. Once you have decided on your preferred provider and accepted the quotation, the provider will complete a heatsmart application form and ask you to complete the relevant sections. They will then submit the form to HBRC and handle the application from there for you. 

Insulation Loans

HBRC can provide loans to assist homeowners with the cost of insulating their homes.   

Do I qualify for an Insulation Loan? 
Yes, if you are a HBRC rate payer. The insulation needs to be supplied and installed by one of our HBRC contracted service provider. Please also see our Important Points to Consider section.

How much will it cost?
The loan repayments depend on how much you need to borrow, based on interest rates from January 2017 at 6.5%. The table below shows an indication of repayments over a 10 year term.

How do I apply for an Insulation Loan?
You will need to obtain a quotation from an HBRC contracted service provider. They will then submit the form to HBRC and handle the application from there for you. 

Important Points to Consider

  • To qualify for CleanHeat funding you must be replacing an existing non-compliant fire in a property you own within the airzone area.
  • All loan applications must be made through an HBRC contracted service provider.
  • HBRC recommend that you obtain two comparative quotes from approved suppliers before submitting your chosen quote.
  • Loan applications WILL be declined if you are in arrears with HBRC rates payments.
  • Confirmation from the supplier that the old fire has been removed/decommissioned will be required for grants or loans (no proof - no payment).

Airsheds

Both the Napier and the Hastings Airsheds have been divided up into two Airzones, referred to as Airzone 1 and Airzone 2. Airzone 1 generally covers the urban areas of Hastings, Flaxmere, Havelock North and Napier and are those areas most affected by small particulate (PM10) contaminants. Airzone 2 covers the remaining areas within the Napier and Hastings airsheds. Districts refer to Airsheds. Whirinaki and Awatoto are currently excluded.
